Best option I see is to go back to 2010 version or just not upgrade to 2013. You can choose whatever color you like here to identify its corresponding value. Thank you to the write of this post, at least I can now see Outlook a little better. I followed your directions setting all to black. I dislike having 'white' as my office theme I prefer dark gray. I get the best readability with dark gray and the black font, however it is so depressing to look at. Outlook 2013's default layout and color scheme has almost no contrasting colors to show where the navigation bars and sections are. It would be interesting to install O2k13 then reboot, then delete all applied machine policies, reboot again and fire it up.
